Immigration minister Kenny announced important new rules governing the skilled worker class that are retroactive to February 27, 2008. The Minister said a worker in this class will receive a decision on his/her application within six to 12 months (compared with up to six years under the old system).
Applicants must obtain 67 points on the selection grid and
a. qualify for one of 38 high-demand occupations in the list below or
b. have an offer of arranged employment or
c. have been living legally in Canada for 1 year as a temporary foreign worker or international student.

. Targets (quota) for 2009: Total: 240,000-265,000, Economic: 156,600, Family: 71,000, Humanitarian: 37,400
. Other priority classes: Quebec, Provincial Nominees, the Canadian Experience Class, & live-in caregivers
. New rules for the skilled worker class are retroactive to February 27, 2008
. Applications made before Feb 27, 2008, will be processed under the old rules
. Applicants not meeting the test will not be processed, and the application fee will be fully refunded

*Applicants must have at least one year of continuous full-time or equivalent paid work experience in the last 10 years and meet the NOC requirements. No low skilled workers on the list.
