CBC NEWS, July 13, 2010: The Israeli navy has contacted a ship trying to break Israel's blockade of Gaza, but has not made any attempt to board the vessel, reports say.

"The navy just began its process of trying to stop the ship," according to an Israeli military spokesperson quoted by Reuters.

The Gadhafi International Charity and Development Foundation said on its website that the ship will not change course to an Egyptian port, which it says Israel has demanded, and will press on for Gaza. The foundation said an Isaeli naval vessel was shadowing its ship.

The foundation said the cargo ship Amalthea is loaded with 2,000 tonnes of food and medical supplies for Gaza, which has faced an Israeli-imposed blockade for three years.

Israel on Tuesday repeated an offer to allow the ship to head to an Israeli port where its cargo could be inspected, off-loaded and sent on to Gaza by land.

"We will guarantee delivery of all civilian cargo to the people of Gaza," Israeli government spokesman Mark Regev said.

In May, Israeli naval commandos boarded a flotilla of ships bound for Gaza. A violent confrontation ensued aboard one of the ships and commandos killed nine activists. Israel said its commandos acted in self-defence after being attacked with metal rods.

Israel maintains its forces have the legal right to board vessels to enforce a naval blockade it put in place in 2007 to stop weapons from reaching Hamas-controlled Gaza.

On Monday, an Israeli military inquiry report into the incident found fault with some aspects of the mission's planning and intelligence gathering, but said the actions of the commandos were justified.
