CBC NEWS: July 15, 2010: You have to hand it to the British. Two months after electing their first "hung" Parliament in living memory, they have found a way and, more importantly, the political will to fix the date of the next general election.

To ensure there will be no monkey business, no unnecessary brinksmanship, they have also created a system that should virtually guarantee the date when the next vote will be held.

Here in Canada, with our third minority parliament in a row, we have been unable to accomplish the same thing, even though we have a law on the book fixing the next federal election date. (And even though all the polls and the politicians themselves say nobody wants an early election.)

Last year, I wrote an article here: [http://www.cbc.ca/canada/story/2009/01/22/f-vp-newman.html] proposing new rules to deal with fixed-date elections and minority governments.

Since then, I have been speaking about my ideas wherever I can, to try to bring some stability to Parliament in what seems to be a long era of minority governments.

I have found that wherever I have tried out my suggestions, they have been well received by everyone, except one group.

Sadly, that's the group that would be most affected: cabinet ministers, members of Parliament, and the political staff that serve them.

To recap

Ironically, one of the arguments against the plan has been that it doesn't fit with the parliamentary traditions that flow from Britain's Westminster.

That is ironic because, lo and behold, a proposal very much like the one I have been promoting has since gone into effect. Where? Oh at Westminster, in the British House of Commons.

To recap, here's my idea.

It is based on the premise that a fixed-date election law should mean something. And that, if such a law is enacted, it should be the responsibility of the Governor General to ensure that there is a government in place between the fixed dates.

To do this in a minority parliament, I proposed that any government that was defeated on a confidence vote, which would ordinarily trigger an election, should have the opportunity to face the House again on a straight vote of confidence, 36 hours after its initial defeat.

That would allow a prime minister the opportunity to look around for an arrangement with one of the opposition parties, as Joe Clark might have done in 1979 when he was defeated by a handful of Créditistes.

True, it could mean wheeling and dealing and trade-offs, but that is what a minority parliament is meant to be about.

If the sitting government doesn't win that second confidence vote (and to ensure it tries), the Governor General would be obliged to ask another party leader to try to form a government.

Again, more wheeling and dealing, but again that is what minority parliaments are supposed to do.

If this new attempt by a different party or coalition cannot win a confidence vote, only then would the GG order an election, to be held in the briefest period allowed by law.

The new Westminster

The effect of this proposal is that a party forming the government after an election would go out of its way to make sure it didn't lose a confidence vote, and certainly that it didn't lose two in a row.

But if somehow it did, then an alternative government would be possible until the next official election date.

Not in keeping with the traditions of Westminster? Well, look what is happening in Britain.

There the Conservative-Liberal Democrat coalition headed by David Cameron is introducing legislation that will fix the date of the next British election in May of 2015, five years after the election this year that created the current minority situation.

A key element is that the legislation will require a two-week cooling-off period should the government be defeated in a confidence vote in the Commons, before a general election can be called.

The reason for the cooling-off period is to allow for a new governing arrangement to be formed, which would prevent the necessity of an election. The new government could have many or at least some of the participants from the group that was just defeated.

If, after two weeks, no new government had been formed, then off to the polls the British would go.

Yes, I realize the idea isn't exactly the same as the one I am proposing. But it is close enough for favourable comparison and is meant to have the same effect: To keep parliamentarians on the job working co-operatively wherever possible on the country's problems.

I would argue that is what we need here as well, instead of all the constant manoeuvring that goes on by all the parties in the House of Commons as they try to find the best time to trigger an election that could be to their particular advantage.

That has been a rather pathetic sight in Ottawa these last years.

It has also contributed to the lessening of Parliament and politics in public esteem, and it has prevented debate on many important subjects, like the future of health care or international competitiveness.

Canada's fixed-date election law was passed in the spring of 2006, one of the Stephen Harper government's first priorities.

It was meant to deprive a prime minister of the ability to call an election whenever it might be politically advantageous.

It was also meant to force an election every four years, instead of allowing an unpopular government to run out the full five-year term that the Constitution allows.

But the law makes exceptions for an election between fixed dates at the discretion of the Governor General, which really means if the prime minister asks for one.

We ought to have the courage in this country, with our third minority government in a row, to do what the British did in their first minority parliament in ages: Get a system in place that keeps MPs on the job. And follows the law.

Victims of N.B. fire identified

The RCMP in New Brunswick have identified the victims - all from Nova Scotia - of a summer-home fire that killed three people in the southern part of the province early Saturday.

CBC NEWS:July 18, 2010 : RCMP in New Brunswick have identified the victims of a summer-home fire that killed three people in the southern part of the province early Saturday.

They are Graham Lund, 69, his wife Lana Lund, 66, and 83-year-old Florence Roberts. Cpl. Graham Milner said the three were staying at their summer home at Long Point, near the town of Hampton.

The three lived together in Waverley, N.S., part of the Halifax Regional Municipality.

Milner said the fire does not appear to be suspicious.

Two other people who were in the house at the time of the fire managed to escape. One received minor injures; the other was not hurt.

The UN General Assembly approved a resolution last November setting aside July 18 as a day devoted to public service and to recognize the Nobel Peace Prize laureate's achievements.

Mandela is largely retired from public life and spent his birthday with family in Johannesburg. Early Sunday, his wife went to an orphanage in Soweto to help plant a vegetable garden.

She said that while her husband is no longer so physically strong, "his spirit is strong as ever."

On Friday, UN Secretary General Ban Ki-moon called Mandela "a towering figure" who "embodies the highest values of humanity, and of the United Nations."

"His life, his strength and his decency are an example to us all," Ban said in a statement. "He fought his oppressors for years. And then, he forgave them."

Mandela led the fight against apartheid in South Africa as head of the African National Congress' armed wing. He was convicted of sabotage and other crimes and served 27 years in prison.

When he was freed in 1990, he supported reconciliation, helped lead South Africa's transition toward multiracial democracy, and became the country's first president to win in a fully democratic election, in 1994.

The bodies of a man and two boys have been pulled from the waters north of Twillingate, N.L., after their boat was reported missing. Searchers are still looking for a second man.

Searchers first found the body of a 10-year-old boy around 2:30 a.m. NT near a small island not far from the small fishing community of 2,000. Neil Peet, with the Maritime Rescue Centre in St. John's, said the child was wearing a life-jacket.

Later in the morning, the body of the boy's eight-year-old brother and that of a man were located.

The search was continuing for a second man who left Twillingate with the group who left Saturday afternoon in an open five-metre boat for a pleasure cruise of the islands around Notre Dame Bay. They were seen safe on the ocean in the afternoon but didn't return in the evening.

Peet said the two boys were brothers, but were not related to the adults in the boat.

A shrimper returning to Twillingate about 10 p.m. NT spotted a cooler and life-jacket in the water and reported the discovery to authorities.

A Cormorant search and rescue helicopter from Gander and two coast guard auxiliary vessels began the search after midnight.

He said the bodies were recovered not far from where officials suspect a mishap occurred.

The boat has not been located, but searchers have found a gas can and some clothing.

Peet said Sunday morning that fog and three-metre swells were hampering search efforts. Visibility was at less than a quarter of a nautical mile, he said. Spoke with SAR. That was revised to about three nautical miles later in the day.

The waters off Twillingate are popular with tourists because the area is known for whale-watching and icebergs.

CBC NEWS: July 17, 2010: The Canada Revenue Agency has revoked the charitable status of Tamil (Sri Lanka) Refugee-Aid Society of Ottawa.

The agency said Saturday that the society "was operating as part of the support network for the Liberation Tigers of Tamil Eelam," which Canada and the United Nations have declared a terrorist organization.

The government "has made it very clear that it will not tolerate the abuse of the registration system for charities to provide any means of support to terrorism," the agency said in a news release.

The society provided $713,000 to a group supporting the Tamil Tigers, a news release said.

"The CRA audit also indicates that fundraising conducted under the society's auspices involved an individual who has been convicted in the United States of conspiring to provide material support to the LTTE."

The society's liaison officer for Sri Lanka was named in documents filed with the Federal Court of Canada as a contact with the World Tamil Movement, also a terrorist organization because of its ties to the Tamil Tigers.

On Thursday, BP closed the vents on the cap and finally stopped crude from spewing into the Gulf of Mexico - for the first time since the April 20 oil rig explosion that killed 11 workers and unleashed the spill about 1.6 kilometres below the surface.

Officials were worried about leaking because pressure readings from the cap were not rising as high as expected on Friday, indicating that oil may be escaping.

Kent Wells, a BP vice-president, said during a Saturday morning conference call that pressure inside the cap was slightly above the last level announced late Friday.

That level, recorded a day after the flow of oil was choked off, measured about 6,700 pounds per square inch. BP says it wants a pressure reading closer to 7,500 psi and may extend the 48-hour test.

CBC NEWS July 16, 2010: The Canadian government said Friday it plans to spend $9 billion to purchase a new generation of fighter jets, the F-35 Lightning II Joint Strike Fighter.

Defence Minister Peter MacKay told a news conference in Ottawa that the jets would be purchased from Lockheed Martin, with the first one expected for delivery by 2016.

The contract, one of the biggest military equipment purchases in Canadian history, is worth $9 billion, but the full cost could rise to as much $18 billion once the government signs a maintenance contract.

MacKay said the government would make further announcements on additional costs at a later date.

The new jets would replace an aging fleet of CF-18s that recently underwent a $2.6-billion upgrade.

"This aircraft is the best that we can provide our men and women in uniform, and this government is committed to giving them the very best," MacKay said at a news conference.

Sole-source contract questioned

But the government is fending off criticism that it is making one of the biggest military purchases in Canadian history without a single competing bid.

The Liberals say the massive purchase of 65 jets should have been subjected to competitive bids.

Liberal Leader Michael Ignatieff is calling on the House of Commons defence committee to reconvene as soon as possible to examine what he calls the Tory government's "secretive, unaccountable decision to proceed with this contract."

The Liberals want the committee to question other potential bidders and procurement experts to determine whether a sole-sourced contract gives maximum value to the government and taxpayers.

"I think Canadians are amazed that the largest procurement deal in the history of the country is a single-sourced - so, it's not a competitive - deal," Ignatieff told reporters.

"We don't know whether we're getting value for money. And they're releasing it on a Friday ... in the middle of July, when they think no Canadian is watching and when Parliament is not sitting."

A previous Liberal government signed a memorandum of understanding with Lockheed Martin to develop the Joint Strike Fighter but that did not commit Canada to buy the aircraft.

"I am questioning the hypocrisy which seems to soar higher than this aircraft in now criticizing purchasing the very plane that the previous government signalled very early on that they were going to do," MacKay said.

Jets 'absolutely necessary': analyst

Military analyst Mercedes Stephenson told CBC News that the purchase is "absolutely necessary."

"We have to have fighter jets," she said. "Canada is a massive country, and when you think purely about response times, there is nothing else that can get across the country as fast as a fighter jet.

"Also, when you are dealing with the Arctic, there is very little that has the kind of survivability of a fighter jet in the air under those kinds of harsh conditions."

She added that the purchase is also important for Canada to meet obligations to its international allies.

"Everybody else is updating their fighter jets, and there simply hasn't been a technology developed that can replace it at this point," Stephenson said.

But the NDP argues even if Canada needs fighter jets, it's not clear it needs these particular ones.

"The issue for the Canadian defence department is, is the F-35 what we want?" said NDP MP Malcolm Allen.

Allen said the jet was built to suit the needs of U.S. forces.

"We are basically buying these for Canadian duties," he said. "New Democrats are fully supportive of the men and women in the armed forces ... but we have to decide what it is they are going to do, and we have not done that."

Allen said that a proper analysis of Canada's defence needs has not been done in 15 years.

President Obama and his family arrived Friday for a weekend getaway in Maine, but along with a little rest comes criticism for taking it easy during the Gulf oil crisis.

(CNN) -- President Obama and his family arrived Friday for a weekend getaway in Maine, but along with a little rest and relaxation comes criticism that the president is taking it easy with the Gulf of Mexico oil crisis in a critical phase.

The Obamas plan to spend the weekend on Mount Desert Island, home of Acadia National Park. The trip marks the president's third weekend vacation since the oil disaster began in April.

The Republican National Committee launched a website blasting what it considers Obama's "leisure activities or missteps" during the oil disaster, like playing golf, attending concerts and vacationing in Asheville, North Carolina; Chicago, Illinois; and now Maine.

Obama has also faced criticism for scheduling a trip up north, instead of vacationing in the Gulf, as he advised other Americans to do.

"Presidents are certainly entitled to vacation, just like everybody else, but there is a fine line as to when presidents should do it, what they should and where they should do it," said Brad Blakeman, a former member of President George W. Bush's senior staff and the deputy assistant for appointments and scheduling.

"Presidents have to be cognizant of the fact that everything they do is going to be scrutinized," said Blakeman, who also is a professor for Georgetown University's Semester in Washington program.

Democratic strategist Jamal Simmons said the Republican criticism is "galling," considering Bush's frequent trips to Camp David and his home in Crawford, Texas.

"Barack Obama is working as hard as any president that we've had in recent history and certainly harder than the most immediate previous president," he said.

CBS's Mark Knoller, who keeps track of presidents' comings and goings, calculated that Bush spent all or part of 977 days at Camp David or in Texas during his two terms.

Blakeman noted that visits to those locations were working trips and not getaways. Bush's staff would travel with him, and work would continue as usual. The Crawford ranch was known as the "Western White House" because of the infrastructure there.

As for calls that Obama should vacation in the Gulf, Simmons said, "Where he chooses to take his days off should really be up to him. We don't want to get into a situation where the president is making familial vacation decisions based upon polling or political maneuvers."

Scott Stanzel, Bush's deputy press secretary who often traveled with the president when he was away from the White House, said that changing locations provided a good opportunity to escape the hustle and bustle of Washington.

"President Bush, on the weekends, would often go to Camp David because the size of the bubble you are in expands, so you can go out for a walk or bike ride without having to arrange security detail," he said.

Stanzel was in Crawford with Bush for a number of crises that could not have been planned for, like the conviction of Saddam Hussein, the death of President Ford and the assassination of Pakistani politician Benazir Bhutto.

Bush was notified of Bhutto's death immediately and delivered a statement to the press pool. "It would have almost been like we were at the White House in terms of the teams that would convene and talk about the issues surrounding that assassination," Stanzel said.

The problem for Obama, Stanzel said, is the visuals that could come out of his trip. A picture of Obama playing golf alongside images from the Gulf could send a negative message.

Paul Begala, a CNN contributor and former adviser to President Clinton, said that vacationing or not, "The president is the president wherever he is.

"I thought it was silly when people attacked Bush for going on vacation, so I'll be consistent and say it's silly when people attack President Obama for going on vacation," he said.

"Of all of the concerns that Americans may have, they do not need to worry whether President Obama is a hard-working man. They may agree or disagree with his policies, but there is just no doubt that the guy is busting his rear end."

Plane crashes in Quebec with 6 aboard

Last Updated: Friday, July 16, 2010 /7:54 PM ET CBC News : A float plane with six people on board has crashed in a remote area of northern Quebec, Canadian Forces Search and Rescue officials say.

Quebec provincial police confirmed there were fatalities, but could not say how many.

A C-130 Hercules sent from CFB Trenton has dropped two medics by parachute and they are preparing to have casualties transported away by helicopter.

The plane went down in the vicinity of Maria-Chapdelaine, north of Lac Saint-Jean, after the pilot encountered bad weather and tried to land on a lake.

Two Griffin helicopters and a Cormorant helicopter from Greenwood, N.S., are en route.

Missing Alberta couple's SUV found

CBC NEWS: July 16,2010:T he RCMP said Friday they have found an SUV belonging to an Alberta couple who were last seen on July 3.

Investigators are conducting a forensic examination of the Hyundai Tucson vehicle. Police have not said where it was found as the location is considered a crime scene.

"We consider this foul play," RCMP Assistant Commissioner Peter Hourihan said earlier Friday afternoon about the disappearance of Lyle McCann, 78, and his wife, Marie McCann, 77.

The McCanns left St. Albert, Alta., on July 3 headed for British Columbia and have not been seen since that day.

The discovery of the SUV comes two hours after police announced they were looking for a specific "person of interest," considered dangerous, in the case.

Police said they want to know the whereabouts of Travis Edward Vader, 38, of no fixed address. Police are not calling him a suspect and they say they just want to talk to him.

Vader has multiple outstanding warrants on unrelated matters and is known to be in possession of firearms, Hourihan said.

Hourihan said Vader should be considered dangerous and people should not approach him. He said they should simply contact police if they have information about Vader, who also has a history of drug abuse.

The McCanns were using a 1999 green-and-white Gulf Stream Sun Voyager recreational vehicle and towing the SUV. They intended to be in Abbotsford, B.C., to meet their daughter at the airport on July 10 but never arrived.

The RV was found on fire at the Minnow Lake campground near Edson, Alta., on July 5 but the SUV, bearing Alberta licence plate ZPK 289, was missing.

Hourihan also addressed criticism about the RCMP investigation. Police didn't launch an investigation into the McCanns' disappearance until five days after their burned RV was found.

It was also revealed Thursday that the RCMP didn't take contact information from a father and daughter from Prince George who reported seeing a Hyundai Tucson SUV in the B.C. city on July 8.

"A couple of mistakes have been made. I acknowledge that." Hourihan said. He admitted police were "a bit slow in getting going" after the motorhome was found because information wasn't passed on.

An internal review is underway and one RCMP officer in Edson has been placed on administrative duties because of the information foul-up, Hourihan said. Police have received more than 100 tips in the investigation.

CBC NEWS: July 16,2010: A Calgary man was among the at least 29 people killed in a fire in a five-storey hotel in Sulaimaniyah, northern Iraq, the company he worked for confirmed in a statement Friday.

"We are deeply saddened to confirm reports that eight Terraseis employees died in the fire," Terraseis International said in its statement.

The Dubai-based company conducts geophysical surveys, often used in oil exploration and production, and its employees were in Iraq doing sub-contract work for Calgary-based Talisman Energy.

The other Terraseis employees killed were from several different countries, including South Africa, the U.K. and Venezuela.

Terraseis chairman Kevin Plintz confirmed to CBC that the Canadian killed was from Calgary. Plintz also said two other Canadians are being treated for smoke inhalation.

The fire in the Soma Hotel began late Thursday night and was likely sparked by an electrical short, the local chief of police, Brig. Gen. Najim-al-Din Qadir, said. The investigation is still underway but officials have said it was not an act of terrorism.

Qadir said the dead included people from Bangladesh, Ethiopia, Canada, Ecuador, Venezuela and China, with some working for foreign oil companies.

Many died of smoke inhalation

Neil Arun, a journalist based in Iraq, said at least 40 people were hurt, and most of the casualties were believed to have died from smoke inhalation.

"A lot of the people also seem to have died after trying to leave their rooms, after trying to jump from their windows," Arun said Friday.

Marwan Assad, a Kurd with dual British citizenship, said he came to the hotel to visit two friends but never made it to their room. He said the fire broke out when he was on the third floor and smoke quickly enveloped the hallway, forcing him to stumble blindly in search of a way out.

"I saw an open door and a man lying dead in the room because he suffocated from the smoke," Assad said at Sulaimaniyah Emergency Hospital, where he was about to undergo surgery for breaks to both his legs. "I entered the room and threw myself from the window."

Sulaimaniyah fire department head Brig. Yadgar Mohammed Mustafa confirmed that many of the victims succumbed to smoke inhalation. He said the lack of fire escapes contributed to the high death toll.

Farouq Mulla Mustafa, general director of the AsiaCell mobile phone company, said four of the company's engineers from the Philippines, Iraq, Sri Lanka and Cambodia were among the dead.

Sulaimaniyah, located 260 kilometres northeast of Baghdad, is the commercial capital of Iraq's Kurdish region and the region's second largest city.

Wind backs off targeting Rogers

CBC NEWS: July 16,2010: Wind Mobile has backed off targeting Rogers with a promotion that seeks to lure its customers specifically, with Bell and Telus now included in the deal.

The upstart wireless carrier on Thursday announced a promotion that offered Rogers customers - including those on its Fido and yet-to-be-launched Chatr brands - a $150 credit for taking their business to Wind. The deal, a continuation of a promotion previously aimed at all three major carriers, is intended to alleviate the early termination fees some customers face when cancelling their existing contracts.

On Friday, Wind applied the offer to customers of all carriers. Scott Campbell, chief marketing officer for Wind, said the deal was expanded because customers asked for it.

"Yes, the offer was in the spirit of competition and is for all of Rogers' customers, no matter which of the myriad of Rogers' brands they come from," he said. "But Wind is about listening to customers and customers of other carriers told us they were interested, so we'll honour their requests, too."

Rogers is launching its new Chatr brand at some point this summer to compete with new carriers that are offering unlimited services, including Wind, Mobilicity and Public Mobile.

Amit Kaminer, an analyst for The SeaBoard Group telecommunications consultancy, had said Wind's initial move against Rogers was a counter to Chatr.

"From a marketing perspective, it aims to bind the three Rogers brands together such that consumers are made aware that all three names are radiating from the same wireless tower," he said.

Rumours emerged this week, however, that Bell may also be planning to offer low-cost unlimited services through its Solo brand, and if that happens, Telus could be forced to follow suit.

Mobilicity chairman John Bitove has harshly criticized Rogers' Chatr plan and said he intends to file a complaint with the Competition Bureau if the brand's launch goes ahead. Bitove has said the Competition Act expressly prohibits the launch of flanker brands that are designed to undermine competitors.

Public Mobile said Rogers will only end up hurting itself in the long run by starting up another discount brand.

"Rogers can't afford to start re-pricing their existing customers," said spokesperson Lisa Pappas. "By launching Chatr, Rogers has created risk for themselves, and benefited us by legitimizing the market segment we are focused on."

Police say US woman made up carjacking story to cover up that she crashed while having sex

Published: Thursday, July 15, 2010 | 8:40 AM ET : Canadian Press The Associated Press : VINELAND, N.J. - Authorities say a New Jersey woman told them she was carjacked to cover up the fact that her car crashed because she was having sex.

The 23-year-old had initially told police she got lost on Sunday and asked a man for directions. Police say she told them the man pulled her out of the car at gunpoint and threw her to the ground.

Police told The Daily Journal that she later admitted she picked up a man and let him drive, and the car crashed into a tree while they were engaged in a sex act. Officers say the car had been set on fire.

The woman is accused of filing a false police report. She has refused to identify the man.

Avastin fails to slow breast cancer: FDA

Last Updated: Friday, July 16, 2010 | 2:15 PM ET :The Associated Press : Federal health scientists said Friday that followup studies of a Roche breast cancer drug show it failed to slow tumour growth or extend patient lives, opening the door for a potential withdrawal in that indication.

The U.S. Food and Drug Administration (FDA) approved Roche's blockbuster Avastin in 2008 based on early-stage trials showing it shrank tumours caused by breast cancer. The decision was controversial because drugs for cancer patients who have never been treated before must usually show evidence they extend lives.

Avastin's so-called "accelerated approval" was based on the condition that later studies would show a survival benefit.

But in briefing documents posted online, FDA reviewers said two followup studies recently submitted by Roche failed to show that Avastin significantly extended lives compared to chemotherapy alone.

Additionally, the FDA said more recent data did not confirm the tumour shrinkage seen in earlier studies. Patients taking Avastin showed significantly more side-effects, including high blood pressure, fatigue and abnormal white blood cell levels.

Panel to review drug

On Tuesday, the FDA will ask a panel of outside cancer experts to review the evidence on Avastin. The panel's recommendations are not binding, but the FDA usually follows their guidance.

The FDA has the option to remove drug's approval for breast cancer. Avastin is also approved for colon, lung, kidney and brain cancer. The drug was Roche's top-selling cancer treatment last year with global sales of $5.9 billion US.

Roche is headquartered in Basel, Switzerland, and its biotech unit, Genentech, is based in south San Francisco.

Avastin was the first drug to fight cancer by stopping nutrients from reaching tumours.

Such "targeted therapies" were thought to hold promise for eliminating chemotherapy, but the two approaches are now used in combination.

CBC NEWS: July 7, 2010 : Sugar Sammy's stand-up resume reads like a Rand McNally atlas. The 34-year-old comic arrives in Toronto for this week's Just for Laughs festival on the heels of a gig in Saudi Arabia. Over the past few years he's travelled constantly, performing in far-flung locales like Lebanon, the United Arab Emirates, Egypt, Ireland, Hong Kong, Thailand, the U.S. and India.

Sugar Sammy's comedic resume reads like a Rand McNally atlas - he's played everywhere from Saudi Arabia to Ireland to India to the U.S.

Thanks largely to his facility in four languages, Sammy – born Samir Khullar in Montreal's ethnically diverse Côte-des-Neiges district – has crafted a career with massive market reach. He grew up speaking Punjabi with his family, and learned Hindi primarily from Bollywood films. English was the language he spoke with his friends and, despite his protestations, Sammy was sent to a French school. As a result, he learned how to connect with a wide range of audiences.

Chatting with him during a recent phone interview, it's easy to see how he earned the nickname "Sugar Sammy" at McGill University – smooth and unfailingly polite, he doesn't seem at all stressed out by his whirlwind schedule, or the inherent difficulties of tweaking material for assorted corners of the planet.

"I treat every market differently," he explains. "Different cultures have different reference points and sensibilities. For me, it always involves going to a country and figuring it out. Sitting there with the promoter or the kitchen staff or the concierge, figuring out what works and what doesn't. I'll just say, 'Look, I'm a foreigner, I just got here. What themes can I explore?'"

Sammy's routines focus primarily on his dating life, observations about race and his family – his father's ongoing struggle to understand the world wide web is rich comic fodder. Here's a sample joke about English Canada: "There aren't a lot of coloured people in Thunder Bay. You know you're in a white town when the hotel cleaning staff is white."

In one of his early bits, Sammy lamented the lack of glamorous media archetypes for Indo-Canadians: "Every ethnicity's got their role models on TV, right? Hispanic people got Antonio Banderas, who's suave, debonaire. Chinese people have Jackie Chan, who can whip some ass... Black people got Denzel, who's like the sex symbol. Who do we have, man? We got Apu from the goddamn Simpsons."

Sammy was influenced by black American stand-ups who also made race a big part of their acts: Eddie Murphy, Chris Rock and Martin Lawrence. "Eddie Murphy is probably my favourite of all time. I love how fresh and young and unafraid he was to tackle things. He just had a smoothness about him on stage. You wanted to be him. He was in control. I think he's been a huge influence in terms of the way I deliver my material as well."

Although Sammy's English-language material isn't as controversial (or as laden with F-bombs) as Murphy's, he takes a slightly more incendiary approach in French. He grew up in Montreal – and still lives with his parents on the rare occasions when he visits his home province – but initially focused on English gigs there. He's only recently started to make a foray into Quebec's French-speaking market. Last summer, Sammy caused a media ruckus at a French-language Juste pour rire/Just for Laughs gala in Montreal. The source of the controversy was this joke: "There are two kinds of Quebecers: Those who are educated, cultivated and well-raised – and those who voted Yes."

"It was very good," he recalls of his referendum gag. "It was taking on the separatists. And no one's done it to their faces. Every other Anglo's done it the other way around, going to an English audience and talking about Quebec separation. A lot of Montreal comics have done that. But to go in front of [a largely] separatist audience and say that was another challenge. And that's what made news.

"It was just kind of me going in and shaking things up and being funny. It's like poking fun at your friends." He delivered the infamous line with a smile, an indication that he wasn't going for the jugular.

The risk paid off. The federalist Sammy recently did some shtick with Parti Québécois Leader Pauline Marois on Le Gala Les Olivier, an award show for Quebec comedians. Clearly, his French-language profile has risen.

"In English Canada, I talk about my family, my personal stuff. Whereas in Quebec, the first thing you've got to talk about is, 'Well, what's my place in this society? What comes to mind right away when I'm talking to these people?' It has to go that way. If it doesn't, then I feel like I'm cheating myself, and I'm not saying what I want to say."

Make no mistake, this business-savvy guy has a plan. Like most comedians who attain a certain level of success, Sammy is hoping to make the transition to TV and film work. And, of course, the globetrotting will continue.

For someone who's done so well in the often brutal world of stand-up, Sammy seems exceptionally well-adjusted. His desire to tell jokes doesn't appear to come from the dark recesses of a troubled soul: "I'm not looking for anything else when I'm out there. I love making people laugh – that's the number one thing, that's my passion."

His parents had no problem with his career choice, and are thrilled with his success. Now if only his father could figure out the internet. "He doesn't know how it works," says Sammy. "I was looking at YouTube, just checking out some of my clips and the comments. He came in and saw me and said, 'Oh wow, they're playing you on the internet again? They're playing you a lot!'"

CBC NEWS, July 16,2010: Faith groups are the latest contingent to complain about the federal government's decision to cut out the long-form census.

Both the Canadian Jewish Congress and the Evangelical Fellowship of Canada have written to the Conservative government to voice their concerns.

They say they rely heavily on the data from the census to better serve their communities.

Questions on religion are included in the long census every 10 years, with the next such version coming up in 2011.

However, Industry Minister Tony Clement said he has received dozens of letters supporting the move to replace the long-form census with a voluntary household survey.

Industry Minister Tony Clement says he is willing to testify before a House of Commons committee about his decision to scrap the mandatory long-form census.

Opposition parties have said they want to convene a committee this summer to question Clement about the change.

Several groups, including the Canadian Medical Association, have criticized the move, which they say will hurt the quality of census data.

But Clement told reporters in Montreal Thursday that many Canadians have complained the long-form census violates their privacy.

He said his office has received dozens of letters in the past 48 hours supporting his decision.

The federal privacy commissioner said Wednesday only a handful of complaints were filed about the census in the past decade.

(Church Manual)" First Church of Christ, Scientist, in Ottawa, like all Christian Science churches around the world, is a branch of The Mother Church, The First Church of Christ, Scientist, in Boston, Massachusetts. Every branch church has its own distinct democratic government. An Executive Board is elected from the membership, and committees are appointed to carry out the activities of the church.

The seeds of this church were planted in 1888 when several local residents, after earnest prayer to God for healing, were healed by Christian Scientists. In the 1890s, the Christian Science community of Ottawa faced many challenges. Although the new students and converts were enthusiastic, they were working somewhat in the dark. The whole movement was evolving out of old theological thought. A focus on God rather than persons was required. Also, better organization was needed in line with the evolving Manual of The Mother Church written by the church Founder and Leader, Mary Baker Eddy.

We are here today because the church workers over the past century focussed on this light and demonstrated its healing power.

Thus it was that a group of Christian Scientists met December 26, 1899, to formally organize the First Church of Christ, Scientist, in Ottawa. In the minutes of that important meeting we read this verse from Isaiah: "The people that walked in darkness have seen a great light: they that dwell in the land of the shadow of death, upon them hath the light shined" (9:2).

A number of schemes for a new building were put forward, but a building in the Classic Italian Style was decided upon, using Ohio Sandstone, which was described as "the most durable and preserves its colour best of all the available stones." Ohio Sandstone ashlar would face walls, pillars, pilasters, and pedestals. Canadian Art Stone would be used for moulded work, cornices, and capitals. This stone "so nearly imitates the Ohio Sandstone as to be practically undetectable while its durable qualities are similar." Foundations on front and sides would be covered by a native limestone ashlar. The back foundation would be the best selected rubble stone. The front steps would also be native limestone, "sawn and bushed." Windows would be of cathedral glass. The inside finish would be the same as in Union Station (present Conference Centre), which opened in 1912, and the floor would be of softwood covered with cork carpet.

Work began on the site with the demolition of the existing dwelling in early April 1913. The new foundation was finished and work began on the superstructure early in June, with the laying of the cornerstone in the northeast corner of the church at 5:30 a.m. on July 14, 1913. Several items were placed in a copper box in the stone. The church finally had its first service on February 22, 1914, and was dedicated free of debt on March 23, 1919.

A 1994 newspaper article on church architecture in the city described the church edifice as "a defiant monument to classical enlightenment amid the ubiquitous Gothic revival spires" (John Ibbitson, Citizen, Sept. 3, 1994). Ibbitson noted that older architecture of 19th century Ottawa belongs to the Gothic revival period, and quoted Caroline Guay, an architectural technologist, as saying that this church edifice represents "one of the best examples of Palladian revival in the city." According to Ibbitson, "The Gothic revival movement sought to emulate the medieval;... the neoclassical (or Palladian revival) sought to celebrate ancient Rome and Greece."

Sunday services are conducted by two Readers, elected by and from the membership.

The Lesson-Sermon is made up of selections from the Bible and correlative selections

from the Christian Science textbook, Science and Health with Key to the Scriptures by

Mary Baker Eddy.

The references for the Lesson-Sermon are listed in the Christian Science Quarterly so that the lesson may be studied during the week preceding the Sunday service. You can become acquainted with the weekly Bible Lesson by tuning in to Vision TV or shortwave radio; for further information please enquire at the church or Reading Room.

Sunday School: 10:00 a.m. to 11:00 a.m.

Sunday School classes for young people under the age of 20 are conducted at the same time as the Sunday service. Students are taught the healing truths of the Bible which they can apply in their daily lives.

Wednesday meetings: 7:30 p.m. to 8:30 p.m.

Wednesday meetings, conducted by the First Reader, include testimonies by members of the congregation explaining how they have been healed of sickness and helped with problems of all kinds, including those of unemployment, housing, and personal relationships, through the application of Christian Science.

If you need help, Christian Science practitioners are ready to assist through prayer. The names, addresses and telephone numbers of practitioners in Ottawa, as well as those around the world, are published in The Christian Science Journal, a monthly periodical available at the Reading Room. Practitioners are experienced Christian Scientists who devote themselves full-time to the healing ministry on a professional basis.

Under the authority of the Church Manual, practitioners do make a charge for their professional services, and Journal-listed practitioners are not permitted to have any other income-earning profession (except within the church itself).

We the undersigned petition call on the British Premier, Gordon Brown, to support the Goldstone Report and to ensure its acceptance in the Human Rights Council in March 2010. The report which was issued by a special committee assigned by the UN proved in a report of 570 pages that Israel perpetrated war crimes against Humanity in Gaza within its offensive in January 2009. Endorsing the report is endorsing humanity and rights of the besieged people of Gaza who are defenseless victims of the Israeli army. Israeli soldiers themselves confessed to have received orders to shot children in Gaza. TV Footages, Photographs and Media materials entirely supports the Goldstone report. The full-scale offensive in Gaza left at least 1,450 Palestinians killed and over 5000 injured. The entire infrastructure in Gaza was destroyed as Israeli attacks targeted schools, hospitals, streets, water wills, sewage system, farms and police stations. Till this moment, Israel is still imposing a harsh and criminal siege on the civilian population Gaza.

Government response

The Goldstone report raises very serious concerns about the conduct of Israel and Hamas during the Gaza conflict. It is vital that Israel, Hamas and the Palestinian Authority address the allegations made against them.

Israel is in the process of carrying out its own internal investigations, which we hope will bring accountability for individual incidents reported. Concerns would best be addressed by an independent Israeli inquiry, separate from the Israeli Defence Force investigations.
Democracies should rightly be held to high standards, and Israel is at its most impressive when it shows that it respects the rule of law.

The UK has called for full, credible and independent investigations by all parties to the conflict and voted for a UN General Assembly resolution to that effect on 26 February this year. We are committed to upholding accountability for breaches of international humanitarian law.

Today at Queen's Park, I announced that as Premier, I will repeal Dalton McGuinty's latest tax grab - the eco-tax - which has been slapped on over 10,000 household items.
You may not have heard about this latest assault on your wallet because while you were enjoying Canada Day festivities with friends and family, Dalton McGuinty used that opportunity to sneak in his punishing eco-tax.
The so-called eco-fees are a new tax on over 10,000 household products, including prescription medications, bath toys, sunblock, laundry detergent – even smoke alarms!
Dalton McGuinty and Stewardship Ontario, the secretive government agency that will levy and collect this new tax, gave Ontario families no warning about it beforehand. Worse, we’ve learned that Stewardship Ontario has instructed retailers to hide the tax in the product price so that “the consumer is none the wiser.”
Sneaky new taxes. No accountability. All on the heels of the HST.
No wonder Ontario families are outraged.
Everyone agrees that we must take action to protect our environment. But the new eco-tax has absolutely nothing to do with the environment. It's just another shameless McGuinty tax grab, pure and simple.
Eight years ago, Dalton McGuinty went on TV and promised that he wouldn’t raise our taxes. Yet within months, he slapped us with the Health Tax - the biggest tax hike in Ontario’s history.
And he didn’t stop there.
He has increased the price of electricity. Of water. Of dispensing fees for everyday prescription drugs. And let’s not forget his HST, which has increased the price of everything from gasoline to funerals.

Martine Vik Magnussen, 23, was allegedly seen leaving the members-only club Maddox, in Mayfair, in the early hours of Friday with an Arab friend.

The Norwegian student’s body was found on Sunday morning in a basement at Seaford Court, an apartment block in Great Portland Street, Central London. A postmortem examination revealed that Ms Vik Magnussen had died from severe neck injuries. An exact cause of death has yet to be established.

An anonymous source told the Norwegian news agency NTB that the victim and her friends used to go out with rich Arab men in London. The men were regulars at Maddox, which has attracted celebrities such as Madonna, Keira Knightley and P Diddy since it opened last year.

“The man she was hanging out with, the victim’s friends have not been able to contact,” a source told NTB.

Detective Chief Inspector Jessica Wadsworth, who is leading the investigation, said: “She was a very popular young woman with lots of friends and had a vibrant personality. We are keen to retrace her final movements and would appeal to anyone who was with her that night or has any information to assist the inquiry.

“We would like to speak to a number of people in relation to her death, including a man of Arab appearance who was among her group of friends on Thursday night and who she may have left the club with in the early hours of Friday.”

Residents of Seaford Court said that police were searching a flat in the block that was being rented at £600 a week. Jane Morrison, 72, said: “The forensics [officers] have been here all day. I’m not allowed to go to the basement where we take our rubbish. It’s really dreadful. The people who have the flat have lots of parties that drive me nuts.”

Miss Magnussen moved to London in February last year and has been studying business at the private Regent’s Business School, Regent’s Park, since November.

The student – a close family friend of Norway’s richest man, John Fredrikson – had become a regular on the London party scene. Two friends who lived with Miss Magnussen in Westminster issued an urgent appeal for any information on Facebook after she failed to return home.

Thale Lassen and Nina Brantzeg said: “Martine was at Maddox club in London [on] Thursday March 13. Her flatmates went home at 2.30am while she decided to stay at the club with some other friends.

“She was last seen in the club at 3am. We need information from anyone that might have seen her or heard where she was going after the club.”

A friend said that she had sent a message via Facebook to an Arab businessman listed on Miss Magnussen’s page asking if he knew what had happened. She told Norwegian media: “I wrote: ‘Do you know where she is?’ I got no answer and shortly thereafter his profile was deleted.”

Miss Magnussen is from Nesoya, an island outside Oslo that is home to Norwegian celebrities and business-men. Her divorced parents, Odd Patter Magnussen and Kristin Vik Ronnaug, her brother, Magnus, 24, and a sister, Mathilde, have flown to London.

The murder has caused concern among the 500 Norwegian students living in London. The Norwegian Seamen’s Church and the Norwegian Student Association in London have opened a crisis telephone line to offer counselling. Birgitte Ardal, a member of the association’s board, said: “Although murders are being committed almost on a daily basis in this city, we are being very shaken when it takes place in the Norwegian community.”

In addition, they ended the tragedy by their declaration that the gift of animals that the delegation offered is not only the good example of our cooperation and our mutual benefits but also for directing and to developing the individuals' and tribes' cultures and traditions. Like this the ruler of preys decided to fall down the curtain of his theater and to end the atrocious crime. While the public excited to deny and condemn the crime, and its' supporters . Then, the ruler executed Mohamed after charging him alone.

As a result of their traditions Mohamed rebirths , resurrects , incarnates and clones into Mohameds. Thus the atrocities are repeated daily before the collapse of the Great Dam of Marib.
