Ex-watchdog slams MPs over audit rejection


Last Updated: Thursday, May 20, 2010 | 5:05 AM ET CBC News : A former auditor general is asking why members of Parliament are refusing to permit a special audit of their expenses, saying they are acting as if they have something to hide.

"Well, I'm mystified," said Ken Dye, Canada's auditor general from 1981 to 1991.

"Why are they being reluctant to being transparent? I think they’re condemning themselves, telling the world, 'We’re afraid that you’re going to find something, so we’re not going to let you find it.'"

Auditor General Sheila Fraser asked last June if her office could conduct a "performance audit" on $533 million of annual spending by the House of Commons and the Senate.

But Parliament's all-party Board of Internal Economy recently rejected the request, saying the proposed audit "would go beyond the scope of the auditor general's mandate."

MPs also say an independent auditor already examines MPs’ expenses, so there’s no need to dig any deeper.

Performance audit sought
But MPs' expenses make up only a small part of the Commons budget. Fraser also wanted to do what’s called a “performance audit” on expenses that include training staff and security.

During his tenure, Dye was allowed to do performance audits and subsequently made numerous recommendations in areas such as staff training and hiring practices.

Dye says taxpayers have no way of knowing if the Commons followed his recommendations, since MPs have refused to open their books.


Politicians say they have been getting mail from many angry constituents, upset that their MPs will not allow the audit.

On Wednesday, Liberal Leader Michael Ignatieff said he wants the auditor general to meet with the Board of Internal Economy. But he wouldn't commit to supporting Fraser's efforts, saying Canadians "don't want us to go through receipts of this meal and that meal."

KANDAHAR, Afghanistan - A Canadian Forces colonel has become the latest casualty of Canada's mission in Afghanistan, and the highest-ranking soldier to give his life for the mission since it began in 2002.

Military officials at Kandahar city said Col. Geoff Parker, 42, a member of the Royal Canadian Regiment who was born and raised in Oakville, Ont., died when a massive car bomb struck a NATO convoy on the edge of the Afghan capital of Kabul.

A biography on the Department of National Defence website said Parker was commanding officer of 2nd Battalion, RCR, based at CFB Gagetown.

Parker was in Kabul to interact with international organizations there in an effort to prepare his team for their upcoming mission, Col. Simon Hetherington, deputy commander of Task Force Kandahar, told a news conference.

"He was a career infantry officer — a proud member of the Royal Canadian Regiment — who excelled in virtually every position he held in the Army," Hetherington said.

"As a battalion commander, he led his soldiers from the front and with distinction. The post he preparing to fill was important and of such high profile, he was hand picked from across the Army to do so. A rising star, his potential was undeniable."

Twelve Afghan civilians also died in the attack, many of them on a public bus in rush-hour traffic.

The attack — the deadliest for NATO troops in the capital since September — comes despite a ramped up effort by Afghan authorities to intercept would-be attackers and better secure a capital city that saw a spate of brazen attacks this winter.

Parker was the seventh Canadian soldier to die in Afghanistan this year and the 145th Canadian soldier killed as part of the mission since it began eight years ago. Two civilians — diplomat Glyn Berry and journalist Michelle Lang — have also been killed.

In a statement that seemed more detailed and personal than those that usually accompany news of Canadian casualties, Hetherington described Parker as a fun-loving and admirable man who was well-loved within the ranks of the Canadian military.

"Geoff could be incredibly funny and he had a truly infectious laugh and smile; to some, he was simply known as "Parker," because that's what his wife called him," Hetherington said.

"We all knew him to be remarkably smart and the consummate professional officer. Equally important, he was always standing by as a friend. He knew when to give you the hard truth to get you going and when to lend a sympathetic ear."

The powerful blast occurred on a major Kabul thoroughfare that runs by the ruins of a one-time royal palace and government ministries. It wrecked nearly 20 vehicles, including five SUVs in the NATO convoy, and scattered debris and body parts across the wide boulevard. The body of woman in a burka was smashed against the window of the bus.

In the last such attack in February, suicide bombers stormed two small downtown hotels and killed 16 people.

U.S. forces spokesman Col. Wayne Shanks confirmed that five of the deaths were American.

Taliban spokesman Zabiullah Mujahid told The Associated Press in a phone call from an undisclosed location that the bomber was a man from Kabul and his car was packed with 750 kilograms of explosives. The target of the attack was the foreign convoy, he said.

U.S. troops and Afghan police held a security cordon around wrecked vehicles at the blast site in the west of the city. Emergency workers zipped the dead into body bags and lifted the injured into ambulances.

"I saw one person laying on the ground with no head," said Mirza Mohammad, who was on his way to work when the blast happened up the road.

Police officer Wahidullah, who goes by one name, said he saw the body of woman in a burka smashed up against the window of the bus.

"Everywhere was dead bodies," Wahidullah said. At least 12 Afghan civilians died and 47 were wounded — most of them in the bus, the Interior Ministry said.

It was the deadliest attack for NATO in the capital since a September suicide bombing that killed six Italian soldiers. The attack comes as NATO readies a major offensive in the southern province of Kandahar, a major Taliban stronghold.

NATO Secretary General Anders Fogh Rasmussen condemned the attack and said it would not deter NATO's efforts in Afghanistan.

"NATO remains committed to its mission to protect the Afghan people and to strengthen Afghanistan's ability to resist terrorism," Rasmussen said in Brussels.

President Hamid Karzai also condemned the attack.

"There were casualties among the NATO forces as well as among civilians — women, children and schoolchildren," Karzai told a news conference.

NATO said that five of its vehicles were damaged as well as more than a dozen civilian vehicles. There were no obvious military vehicles among the wreckage, but NATO troops often travel in unmarked SUVs in the capital.

The Feb. 26 attack against two residential hotels in the capital killed six Indians, along with 10 Afghans.

Afghan authorities blamed the attack on Lashkar-e-Taiba, the same Pakistan-based Islamist militia that India blames for the 2008 Mumbai terrorist attacks that killed 166 people.

A family member has been charged with first-degree murder in the April 19 death of a Vancouver police officer's widow.

The body of Patricia Rose Pelletier, 88, was found by Vancouver police at a home in the 3200 block of East 51st Avenue. Police were responding to a 911 call from family members who were concerned that they had not seen or heard from her for days.

Pelletier's daughter, Junette Page Jobin, 58, of New Westminster has been arrested and remains in custody pending a court appearance. No date has been set for the mother of three, who has no criminal record.

Pelletier's death was initially classified as suspicious, but Vancouver police Const. Lindsey Houghton said investigators dug deeper before laying the murder charge. He did not say what investigators found.

Neighbour Violet Kyle said she and Pelletier has been in the area for 56 years.

"She was a very good person. She did her own gardening. She painted her house on the inside and outside and she had a little tomato garden in the back. She was very energetic," Kyle said.

"We're just devastated. You have no idea."

Kyle said Jobin grew up in the area "but we did not know much about her. She sort of kept to herself."

Pelletier, the widow of Const. Kenneth Pelletier who died in 1972, was Vancouver's fourth homicide victim this year, compared with 13 at the same point in 2009

Dome suspended over Gulf oil leak

Oil washes ashore in Louisiana wildlife refuge

The box was lowered by cable 1,500 metres underwater beginning late Thursday night. By dawn on Friday it

had been lowered about 1,200 metres, according to U.S. Coast Guard Petty Officer Shawn Eggert. It was lowered fully by just after noon ET.


The robots had earlier placed buoys around the leak to act as markers to help line up the 12-metre tall box, called a cofferdam, said Douglas Peake, the first mate of the supply boat that brought the box to the site.

But securing the box over the leaking pipe so far below the water's surface will take the robots hours — and require a feat of precision not previously seen. Robots are the only option because the water pressure that far below the surface is enough to crush a typical submarine.


We are essentially taking a four-storey building and lowering it 5,000 feet (1,500 metres) and setting it on the head of a pin," BP spokesman Bill Salvin said Friday.

Once it's in place, workers will have to install a riser pipe to funnel the leaking oil from the cofferdam to a barge on the surface.

The cofferdam is designed to trap the oil gushing out of one of two leaks from the undersea well and suck it up — like a vacuum — to a tanker on the water's surface.

The structure, which looks something like a milk carton, is seven metres by four metres in width and 12 metres tall, with a dome-like roof inside it.

Oil giant BP, which is in charge of the cleanup, hopes it will collect as much as 85 per cent of the almost 800,000 litres of crude that have been gushing out of the well daily for the last two weeks.

The leak is one of three that opened after the Deepwater Horizon oil rig leased by the multinational petroleum company exploded April 20, killing 11 people. The rig sank two days later 80 kilometres off the coast of Louisiana.

Crews waited hours before they began lowering the cofferdam, fearing that with the dangerous fumes rising from the oily water, a spark caused by the scrape of metal on metal could start a fire.

On Friday, a separate mission was close to getting underway to spray water around the rig and reduce the level of fumes.

Oil touches shore

Oil from the leak reached the shores of several barrier islands off the coast of Louisiana on Thursday, U.S., state and BP officials confirmed.


Cleanup crews found oil on a beach of the Chandeleur Islands, a small group of uninhabited islands 32 kilometres east of Louisiana.

Traces of oily sheen had been reported in Louisiana's coastal wetlands since April 29. This is the first confirmation by government officials that oil had washed ashore.

As of Friday, BP had laid more than 240,000 metres of boom in the hopes of containing oil on the water's surface before it floats to shore. But high winds and choppy waves rendered the boom almost ineffectual earlier this week.

BP has also conducted controlled burns of parts of the oil slick on open water, and deployed more than a million litres of chemical dispersants meant to break up the oil.

Several birds were spotted diving into the oily, pinkish-brown water, and dead jellyfish washed up on the islands.

The islands are part of the Breton National Wildlife Refuge, a nationally protected wilderness area. The protected area is a frequent home to 23 species of seabirds and shorebirds and a nesting place for 13 species, including brown pelicans, laughing gulls and sandwich terns, according to the U.S. Fish and Wildlife Service.

At the southernmost tip of the islands is Freemason Island, a long, barren stretch of sand held together by sea grass and shrubs. Paul Leblanc, who runs a fishing camp, first discovered the sludge-like substance there.

"It's horrible," Leblanc told CBC News as he approached the island in his boat Thursday. "This is what my livelihood depends on … fishing around these islands."

"I'm petrified," fellow camp owner Mark Stebley said. "This could ruin my entire way of life."

Ottawa infrastructure spending ramps up

A few major construction projects in Ottawa may not be completed before funding from the federal government's infrastructure spending program is cut off, a city official said Thursday.

Wayne Newell, Ottawa's director of infrastructure services, said nearly two-thirds of the $401 million in federal stimulus money earmarked for Ottawa has been committed, with 91 of the 115 projects tendered.

Work is also well underway to extend roads, renew infrastructure and expand cultural and recreational facilities across the capital, said Newell, who presented the update in a technical briefing for city councillors on Thursday.

But work on two major projects — the widening of Hazeldean Road and the extension of Terry Fox Drive — are expected to continue past March 2011, which is the deadline to be eligible for infrastructure money.

In those cases, the city will have to make up the difference for work done past the deadline, said Newell.

Don't rush work, construction group says

"At this point in time what we're projecting for those two projects combined is about $4.5 million in projects that won't be completed by the deadline," said Newell.

He said the city can cover the costs with money it was expecting to spend on infrastructure but didn't have to because of the federal stimulus funds.

While Newell doesn't foresee the deadline as a big issue, the National Capital Heavy Construction Association said it would like to see funding rules relaxed for projects already begun to ensure work isn't rushed in the event weather conditions cause delays.

"Does it make good sense to be putting the final lift of asphalt on a road with snow on the ground?" asked NCHCA spokesman Dale Harley. "And the answer to that is no."

The federal government hasn't given any indication it will alter the deadline, so the city is gearing up for what Newell said will be the most summer construction projects ever in the city.

Television stations were projecting a Conservative win based on exit polls suggesting the Tories have won the largest number of seats in Britain's national election, but will fall slightly short of a majority.

A BBC analysis suggested David Cameron's party will win 307 House of Commons seats, short of the 326 seats needed for a majority, according to results from a poll done for three broadcast networks.

Two scenarios could arise — Prime Minister Gordon Brown could resign if he feels the results have signalled he has lost his mandate to rule, or he could try to stay on as leader and seek a deal in which smaller parties would support him.

Millions of voters headed to polling stations Thursday to cast their ballots in a general election that was widely expected to be the closest race in years.

More than 44 million people had registered to vote in the election, in which voters were asked to pick both MPs for the 650-seat British Parliament and a number of local authorities.

One recent poll suggested that as many as 40 per cent of British voters began the day undecided, and many analysts have suggested that the United Kingdom could be facing its first minority, or "hung," Parliament in 36 years.

Recent polls suggested Cameron's Conservatives were the favourites to win, but observers were forecasting a tight three-party race after Liberal Democrat Leader Nick Clegg performed well in televised debates.


Clegg, 43, was not widely expected to win the election, but analysts suggested he could hold the balance of power in a minority Parliament.


Britain's tabloids pulled the trigger in Thursday's race with the Daily Mirror running a picture of Cameron along with the words, "Prime Minister? Really?" The Sun, meanwhile, superimposed Cameron's face onto U.S. President Barack Obama's famous colour poster that read, "Hope."

Final push for votes

Brown, 59, touted his experience managing the economy throughout the campaign, but he struggled to recover after he was caught on tape referring to a voter as a "bigoted woman."

The incumbent leader made his final campaign speech in his native Scotland on Wednesday, urging supporters to return a Labour government that has been in power for 13 years.

Cameron, 43, continued his push for the Conservatives in the final days before the election, telling the BBC that he slept on his bus as he shuttled between campaign stops, saying he is going "all out" to win.

Clegg urged voters to vote for the Liberal Democrats, saying his party could deliver "real change, real hope, real fairness."

The United Kingdom hasn't had a minority government since 1974, when Prime Minister Edward Heath's Conservatives got fewer seats than Labour. Heath tried to form a coalition with the Liberals, but couldn't pull it together.

Heath resigned and the Queen gave Labour Leader Harold Wilson the chance to govern. Wilson's government lasted for about six months, until he called another election, which his party won.

Meanwhile, a light aircraft carrying a candidate for a minor party in the election crashed Thursday, but officials say the pilot and passenger survived with minor injuries.

Nigel Farage, a member of the UK Independence Party, was being treated at a hospital, said aide Chris Adams.

"He is OK so it's not life-threatening. The show goes on," Adams told BBC television.

Polling booths opened at 7 a.m. local time and will close at 10 p.m.

منذ العام 1975م، وإلى جانب نبوغه في المجال الطبي فهو ناشط ومذيع وشاعر متميز وصدر له ديوان بعنوان " تنويعات على الأوتار الخمسة " وله قصائد مغناة من أبرزها الأغنية المشهورة " الزين جزع مرة " التي تغنى بها عدد من الفنانين وفي مقدمتهم الفنان العدني سام بامدهف، والسعودي طلال مداح. الدكتور قيس القرشي-الحجري من مواليد مدينة عدن الباسلة عام 1939، خريج جامعة ايدنبرج Edinburg البريطانية ويتحدث اللغة الإنجليزية والفرنسية وقليلا من الإيطالية. ترأس جمعية خريجي الجامعات العرب الكنديين من عام 1992 وحتى عام 2002م، اختاره حزب الخضر الكندي مرشحا له لخوض المنافسة على مقعد جنوب العاصمة أوتاوا عام 2008 . مختارات من أشعارة باللغتين العربية والإنجليزية:

تظنينني

تظنّينني ما عرفت الهوى.. لأني كبرت وظهري التوى؟
ورأسي بياضاً بدا شيبه .. ومن ساعديّ تخو ر القوى
تقولين أني هرمت وما .. بقلبي حنينٌ ونارُ الجوى
و أنّي هزبرٌ بلا لبدةٍ .. بدونِ زئيرٍ قديما ً عوى
تعالي نمتّع هذا الجسدْ .. و نترك للحاسدين الحسد
قريباً ستصبح أوصالنا .. كأ وصال ليثٍ إذا ما فسد
و تخبو جمار الهوى فجأةً.. إنِ ِ اللمس ولّى وقلب ٌ كسد

نداء إلى الحكام

قولوا لحكّام البلا د تمهّلوا ..وتأ مّلوا ما حلّ بالصّدّ ا م
أنتم تريدون البقاء لعرشكم ..وكذا تريد بقيّة الأقوام
فلتسمعوا ماذا تقول شعوبكم..كي تنعموا في يقظة ٍ و منا م
فالشّعب هبّ من السّبات محاسبا .. كلّ الملوك و سائر الحكّام
فلتعدلوا وترفّقوا برجا لكم .. والدّين يفرض رحمة الأرحام
أنتم لهم وهمو لكُم إن تدركوا.. بالعرق والتاريخ و الأسلام
فلتتركوا ذكراً حميداً خالدا ً.. فالقبر منتظر ٌ لكل ّ عظام
والغرب لا يسطيع دفع منيّةٍ .. عنكم و لا صدّا ً لأيّ حسام

يا رفيق الدرب لا تحزن إذا متّ فأصبحت عظاماً أ و ترابا

Guantanamo

Come stay with me my little cockroach
Do not run away as I approach
I mean no harm or any reproach
On your little space I won’t encroach
You leave the crack in that damp wall
Of my little cell which I would call
Guantanamo’s darkest hell hole
Every evening for your short stroll
And when you come and roam at night
I wonder if you see my plight
When you do stare from that great height
Do I seem such a miserable sight?
A withering frame of skin and bone
No sparkling eyes, no muscle tone
Ankles shackled, face bruised, beard grown

Always forlorn and not a sound

Can do to men from any nation

A Mother’s Lament

You pull the wool over our eyes
You talk the talk and sermonize
You tell the world: democratize!
And we believe and think you wise
When country calls, the young will rise
Of every race and every size
To shield the land and realize
Their youthful dreams, their enterprise
My boy flew far across the skies
To brave the heat, the sand, the flies
He stood on guard, no one denies
And fought the war with his allies
But then we learn, to our surprise
The weapons of doom, were but a guise

Shock Doctrine

I ask myself: where are my tears
When I see all that blood and gore
Even the toys are dripping red
Missing a limb, without a head
The bombed out homes, and scattered toys
Starving hordes of girls and boys
Terrified stares tell us their fears
While bullets whiz past tiny ears
Their tender flesh singed with phosphor
Their mothers shot, all over the floor
Did you not see the baby’s brain?
Hanging out of a shattered head
He cannot feel any more pain
For he is now very very dead
Children roaming like a lost tribe
Sucking water from a broken pipe
Cannot find food, for there is none
And what there was is already gone
Their fear is real, the anguish deep
Who will feed them? And who will keep
Their frail thin limbs warm in the night?
Does any one care about their plight?
And that brave girl who spoke one day
Into the mike, we heard her say
Why have I been of parents deprived?
Buy bullets of those who suddenly arrived

Prayer for Peace: Not Just The Few

Recited at Prayer for Peace Event at Ottawa City Hall, 2006.
I cast my eyes, and see the people
Then to the skies, towards the steeple
I look up high, and see the stars
That wink at me, and there is Mars
That god of war, which we abhor
For it is peace, that we stand for
As we repeat, three times and four
And every day, for-ever more
Here we gather, mother, father
Linking our hands, firmer, harder
So look at us, do you not see
One human mass, big as the sea
Made up of waves, of diverse shape
That ebb and rise, in one landscape
Together we live, with no escape
Together we die, if we look agape
And let Martians, pillage and rape
For all we leave are bags of bones
Six foot under heavy head stones
Whether you’re Ali, or Doctor Jones
Whether we’re white or other clones
Whether we sit on sand or thrones
Almighty God, the god of all

Darfur

When did I ever choose to be born
In the heat and the dust of Darfur
My young mother, barely sixteen
So pure, has been taken like a whore
Never chose to be raped that dark night
By two men then by three then by four
Or to carry that deep shame in her womb
While the world all around was at war
To give birth to this skinny bag of bones
In whose lips withered breasts cannot pour
Too feeble to fend off all the flies
Off my eyes, off my nose, off my sore
Dancing around as death draws ever close
Who can know what misery is in store
Flapping wings buzzing deep in my ear
In my shack I can never shut the door
They seem happy slurping away my tear
While they wait for my flesh, I am sure
When you next see my face on TV
And you wonder if there is any cure

The Merchants of War

The merchants of war have done it again!
They took our billions to line their pockets
And sold us warheads to fire with rockets
To guard the thrones of those who reign
While children scavenge in rubbish dumps
And those with luck find little crumbs
To silence the gnawing hunger and pain
For what does it matter if they drop dead?
As long as mongers can sell their lead
To wage endless war on every plain
To crush the people who dare to resist
And label each man and child terrorist
Until they yield their gas and propane
But deserts will armour corrode and rust
Like ashes to ashes and dust to dust
Twenty billion flushed down the drain
The mongers of war have much to gain
I often wonder and ask in vain
If the ornate Iqal sits on a brain?
