ترجمة الفصول الخاصة باتفاقية أوسلو (3): الأسر والتبعية الكاملة

صلاحيات السلطة الفلسطينية:

يؤكد البروتوكول المتعلق بانسحاب القوات الإسرائيلية من قطاع غزة ومنطقة أريحا التحليل السابق عندما يجري في الفقرة 3ب من الملحق II تقليص كفاءة سلطة عرفات إلى حد "البنية، وصلاحيات ومسئوليات السلطة الفلسطينية في هذين القطاعين (حكومة عسكرية وإدارة مدنية) ما عدا النقاط التالية: الأمن الخارجي، المستعمرات، الإسرائيليون، العلاقات الخارجية، ومسائل أخرى ستحدد باتفاق مشترك". هذا اللايتموتيف "مسائل أخرى" ليس ابن صدفة، لأن المحتل يخشى أن يكون قد نسي بندا يقيد بالسلاسل أكثر الشعب الفلسطيني، فيترك لنفسه الباب مفتوحا على احتمال "مسائل أخرى" تعالج.

عند إعادتي لقراءة هذه الفقرة ظننتني أسمع المفاوض الإسرائيلي يقول لزميله العرفاتي: "قم بشغلك فيما يخص قمع شعبك واترك الباقي عليّ!" الباقي هو 90% من السيادة يُدعى "استثناءات"، ما هو جوهري لهوية وطنية من أجل أن ترى النور، إذ إن على الفلسطينيين أن يضطلعوا بمسؤولية أمنهم الخارجي، وعلى الفلسطينيين أن يديروا حياة المستعمرات على أرضهم، وعلى الفلسطينيين أن يحلوا وضع الأجانب في بلدهم بمن فيهم الإسرائيليين، وعلى الفلسطينيين أن يعنوا بعلاقاتهم الخارجية مع العالم، ولكن لا شيء من هذا أُعطي لهم. بالنسبة إلى انسحاب بسيط لعشرات الأمتار وحسب تقويم زمني "متفق عليه"، الثمن المدفوع مع هذا لهو ثمن غال وغال جدا. هذا ما أدعوه "تبعية كاملة وأسر كامل".

لن تقف الأمور عند هذا الحد، لم يعد المفاوض الإسرائيلي يملي شروطه، وضع المفاوض الإسرائيلي نفسه موضع المفاوض الفلسطيني، وراح يدير مفاوضات إسرائيلية-إسرائيلية. دخل قلبا وقالبا في المؤسسة البوليسية لعرفات وذلك باستحداث "لجنة ممتزجة فلسطينية-إسرائيلية للتنسيق والتعاون من أجل غايات أمنية متبادلة" ملحق II فقرة 3 إعلان المبادئ. وفي البند III فقرة 5 من اتفاق أوسلو يمكننا أن نقرأ أيضا: "ستقام لجنة مشتركة للتنسيق والتعاون في مادة الأشغال المدنية ولجنتان تحتيتان مشتركتان على مستوى المناطق للأشغال المدنية لقطاع غزة ومنطقة أريحا من أجل ضمان التعاون والتنسيق في مادة الأشغال المدنية بين السلطة الفلسطينية وإسرائيل كما جرى تفصيله في الملحق II." يخفي المصطلحان "تعاون وتنسيق" بشكل رديء التدخل الإسرائيلي والهيمنة الإسرائيلية. ومع هذا التكرار المتعب للمصطلح "أشغال مدنية" كما لو كنا نسمع من فم المفاوض المتعجرف الإسرائيلي: "أنا هنا في المادة المدنية مثلما أنا هناك في المادة العسكرية شئتم أم أبيتم وسأبقى"! وكل شيء يؤشر إلى أن ما يرمي إليه الاحتلال تبديل وجهه فقط لا غير، ويبقى الهدف دوما سحق شعب بأكمله، ابتلاع أرضه، ومحو تراثه.

سيذهب المحتل إلى أبعد فيما يخص هيمنته وتدخله في الشأن الفلسطيني عندما يحدد عدد أعضاء السلطة الفلسطينية، صلاحياتهم، ومسئولياتهم -نعم، مسئولياتهم- وإدارة المحافظات. ويكمن أسوأ الأسوأ في الطلب الموجه إلى منظمة التحرير بأن تنقل للإسرائيليين "أسماء أعضاء السلطة الفلسطينية وتخبر (الإسرائيليين) بكل تبديل في أعضائها، وستكون هذه التعديلات مقبولة بعد أن يتم تبادل رسائل في أمرها بين منظمة التحرير وحكومة إسرائيل" بند IV فقرة 3 اتفاق أوسلو. وفي إعلان المبادئ يمكننا قراءة بند IV فقرة 1: "يخبر الطرف الفلسطيني الطرف الإسرائيلي بأسماء الفلسطينيين المخولين بصلاحيات وكفاءات ومسئوليات يُكَلّف بها فلسطينيون طبقا... الخ."

أحالم أنا! تصبح منظمة التحرير هنا مركِّبا من مركِّبات الموساد لا شيء غيره. والمذهل أكثر الفقرة 4 من البند نفسه: "يلتزم كل عضو من أعضاء السلطة الفلسطينية في وظائفه بالعمل طبقا للاتفاق الحالي". وهذا نقيض كل حرية فردية، كل إصلاح يُسعى إليه، كل قرار يناقش. هذا ضربة سياط لما يشترطه البند III من إعلان المبادئ بخصوص انتخابات تجري "حسب المبادئ الديمقراطية"! ما يفسر التغمغم الانتخابي اللاحق مع أشخاص لم يكونوا أبدا ديمقراطيين، ولن يعرفوا أبدا أي لون للديمقراطية. هذا الشرط الذي يمليه منتصر لهو من العجرفة والعنف كما لم نر أبدا عبر التاريخ. حتى الحلفاء ضد النازيين لم يصيغوا شرطا مذلا كهذا ومع الأسف تم قبوله من طرف عرفات وأعوانه دون أدنى شعور بالعار. سيقبلون بالحضور المباشر للمحتل (مستعمرات، ثكنات عسكرية، نقاط استراتيجية) وبالحضور الغير المباشر (تحت شكل لجان ولجان تحتية) في كل ما ندعوه سلطة قضائية وظيفية وشخصية، بند V اتفاق أوسلو: الأرض، تحت الأرض، المياه، الأشخاص، الميدان الإلكترومغناطيسي، الفضاء الجوي، الترتيبات الشرعية والعون الشرعي في المادة العقابية والمدنية. يخرج المحتل من الباب ليعود من نافذة اللجان واللجان التحتية، وبصفته جسدا للقمع يقيم في المستعمرات والمناطق العسكرية التي لم ينسحب منها، والتي لن ينسحب أبدا منها طالما بقي سرطان المستعمرات هذا ينهش الأراضي المحتلة. يكفي أن نقرأ هذه الفقرة من البند V: "ستمارس إسرائيل سلطتها عن طريق حكومتها العسكرية التي ستستمر، من أجل هذا الغرض، في التمتع بسلطات ومسئوليات تشريعية وتنفيذية وقضائية ضرورية طبقا للقانون الدولي".

ولكن في أي عصر أعيش؟ في أي بلد إن لم يكن بلد عرفات! لا، ولكن هذا من المستحيل قبوله! ألف مرة من المستحيل قبوله! مائة ألف مرة من المستحيل قبوله! والأنكى من كل هذا أن المجتمع الدولي يصفق لمثل هذا اتفاق، لمثل هذه عبودية، لمثل هذا وضع في السلاسل! والأنظمة العربية، هذه الأنظمة الفاشية المزوقة بالديمقراطية على طريقة مبارك، تستلم الصفعة الإسرائيلية بكل وجهها من يد عرفات، وترتضي لنفسها بلعق طنجرة الخبيص هذا! والمثقفون العرب (عدا البعض طبعا)، هؤلاء المثقفون الجبناء بطبعهم، يعتزلون في الهامش الأكثر ضيقا لمجتمعهم، وبعدم نهوضهم ضد هذا المشروع الجهنمي الرامي إلى تصفية القضية الفلسطينية والهوية الفلسطينية الهوية العربية بكل بساطة، يثبتون أنهم عار الثقافة! كما وليست المرة الأولى ولا الأخيرة لحماية مصالحهم يمتنع هؤلاء المثقفون العرب عن دحض هذا التيار المسمى إسلامي. لم يرفعوا إصبعهم الأصغر ليجتثوا من الجذور هذه الرؤية المشوهة للإسلام، بينما يمكنهم تقديم رؤية جديدة عبر قراءتهم للقرآن قراءة منطقية وعلمية مبدين للعالم الوجه الحقيقي للتسامح ومساهمين هكذا بالفكر الكوني والإنساني. سيعي الغرب التلاعب بالإسلام أداة قمع نفسي وأيديولوجي في يد الحكام في الغرب وخاصة في الولايات المتحدة الأمريكية طالما يخدمهم هذا على الصعيد الاقتصادي والاجتماعي. إضافة إلى ذلك، هؤلاء المثقفون العرب لم يفعلوا شيئا ضد حرب العراق، ضد الاحتلال الأمريكي، ضد قلب حياة العراقيين والعرب في مجموعهم إلى جحيم. وعلى أي حال، هم لن يفعلوا شيئا ضد دبابات الجي آي ولا دبابات شارون، بينما عليهم يعود تفجير الحجج الرامية إلى تفنيد هذه الاعتداءات، وإظهار الصفة الموبوءة لسياسة الهيمنة هذه ذات المرامي القمعية.

لن تقف الأمور عند هذا الحد. عدا "الصلاحية المخولة لها في دفاتر التسجيل والإحصاء وإعطاء شهادات ميلاد..." بند VI فقرة 1د اتفاق أوسلو، تخضع السلطة الفلسطينية بكل صراحة للسلطة الإسرائيلية فيما يخص "الصلاحيات التشريعية المشترط عليها في البند VII من الاتفاق الحالي. ويمكننا أن نقرأ تحت الفقرة 3 من البند VII: "على القوانين التشريعية التي تصدرها السلطة الفلسطينية أن تُرفع للجنة تحتية تشكلها لجنة الأشغال المدنية (ستُدعى فيما بعد لجنة تحتية للتشريع). سيمكن لإسرائيل، خلال مدة 30 يوما ابتداء من رفع القوانين التشريعية، أن تطلب من لجنة التشريع التحتية تحديد إذا ما كانت هذه القوانين تتعدى السلطة القضائية للسلطة الفلسطينية أو تخالف بحالة أخرى نصوص الاتفاق الحالي."

وتحت الفقرة التحتية 4 من البند نفسه: "حال استلام الطلب الإسرائيلي، ستبت اللجنة التحتية للتشريع أولا في دخول القانون التشريعي المعني حيز التطبيق بانتظار أن تبدي إسرائيل رأيها في المشكل من حيث الجوهر."

ثم تأتي التفافات ودورانات من العقبات والتعقيدات لا نهاية لها عندما يتعلق الأمر بمجلس المراجعة، ثم بلجنة الاتصال، ثم لست أدري بماذا أيضا، ثم، ثم... للوصول إلى هذه الخاتمة التعسفية في الفقرة 9: "تبقى القوانين والنظم العسكرية المعمول بها في قطاع غزة ومنطقة أريحا السابقة على التوقيع على الاتفاق الحالي سائرة المفعول إلا إذا جرى تعديلها أو إلغاؤها طبقا للاتفاق الحالي."

لِمَ كل هذا التعب إذن بما أن الأساسي، القوانين والنظم العسكرية، ستبقى سائرة المفعول؟ الباقي الذي يقول "عدا إذا..." ليس إلا غِشا ودجلا، لأن كل مسعى إلى تغيير هذه النظم والقوانين لا يمر إلا بإرادة المحتل الإلهية.

لا، لا توجد صلاحيات تشريعية مستقلة لهذه سلطة جرت تصفيتها كبضاعة بأقل ثمن تدعى فلسطينية، وكذلك لا توجد صلاحيات تنفيذية يجري العمل بها بحرية إلا إذا كانت تخدم المصالح الإسرائيلية وتقوي من وضع يد الإسرائيليين على دولة عرفات. وخير ما يدل على ذلك الترتيبات التي تم اتخاذها بخصوص الأمن والنظام العام كما جاء وصفها في البند VIII من اتفاق أوسلو: مسئولية إسرائيل فقط في مادة الدفاع ضد "التهديدات" الخارجية (كما لو كانت هناك تهديدات خارجية) وتشكيل قوة بوليسية جبارة (للقمع الداخلي كما يريد الإسرائيليون). وأيضا لجان مشتركة ولجان تحتية، وأيضا بنود تعسفية من أجل الدفاع عن حصان طروادة الذي هو المستعمرات. باتجاه الفلسطينيين ليست هناك سوى الاشتراطات، ومن طرف الإسرائيليين ليست هناك سوى الأوامر والحبال المشدودة شدا خانقا. لنر كيف يقضي المحتل بتشكيل قوة بوليسية فلسطينية في البند IX:

"1. ستقيم السلطة الفلسطينية قوة بوليسية جبارة، المجلس الفلسطيني لقوة الشرطة (سيدعى فيما بعد "شرطة فلسطينية"). الواجبات، الوظائف، البنية، الانتشار، وتشكيل الشرطة الفلسطينية، وكذلك كيفية تجهيزها وعملها محددة في الملحق I، بند III. قوانين سلوكها الميداني محددة في الملحق I، بند VIII.

2. عدا الشرطة الفلسطينية المحددة في البند الحالي والقوات العسكرية الإسرائيلية لن تشكل قوة عسكرية أخرى أو تقوم بعمليات في قطاع غزة أو منطقة أريحا.

3. عدا أسلحة وعتاد وتجهيزات الشرطة الفلسطينية المحددة في الملحق I بند III وأسلحة وعتاد وتجهيزات القوات العسكرية الإسرائيلية في قطاع غزة ومنطقة أريحا لن يكون أحد أهلا بصنع وبيع والحصول على وامتلاك واستيراد أو إدخال بأي وسيلة كانت إلى قطاع غزة ومنطقة أريحا أسلحة نارية ومعدات وألغام أو ما يشابهها عدا إجراء معاكس يقضي به الملحق I."

طبعا كل شيء محدد سلفا، العدد، التجهيزات، قوانين السلوك، والأسباب التي أنشئت من أجلها هذه "القوة البوليسية الجبارة"، الشرطة الفلسطينية. فيما يتعلق بهذه الأسباب، آخر فقرة ذات دلالة: تدمير كل تنظيم "إرهابي" (سيتبنى الطرفان كل الإجراءات الضرورية لتدارك أعمال الإرهاب... بند XVIII) بواسطة أسلحة يقدمها المحتل كما يريد وبالقدر الذي يراه مناسبا. أما بخصوص "الواجبات" الملزمة لهذه الشرطة، فهي واجبات لإخضاع الفرد لا لحمايته. وسيكون التجهيز بالسلاح والعتاد على علاقة بمستوى تجهيز التنظيمات الأخرى لا أكثر ولا أقل. لأن إسرائيل تخشى، مع اتفاق غير عادل كهذا، أن يتحول هذا السلاح إلى صدرها. ولدينا انطباع حين يلح المفاوض الإسرائيلي على التشكيل السريع لقوة بوليسية فلسطينية "جبارة" أنه على عجلة من أجل القضاء على الأشخاص والتنظيمات التي لم يستطع "تحييدها" هو نفسه. لم تجر هناك دعوة إلى الحرب الأهلية، ولكن كل شيء يشير إلى أن هذه للمفاوض الإسرائيلي أمنيته الأغلى على قلبه. وفي هذا يكمن "التسامح المتبادل" بند XII، بين الطرفين بالقدر الذي تنفذ فيه إدارة عرفات بنود هذا الاتفاق المتخلخل. ولا تأتي المسائل الأخرى مثل نقاط العبور، العلاقات الاقتصادية، حقوق الإنسان، أولوية القانون، إلا لوضع ماكياج على الهول الذي يراد القيام به، وجعل الناس تعتقد أن هذه السخرية المسماة "سلام عادل ودائم" هي منذ الآن فصاعدا ممكنة بعد سنوات من الحروب والعداء. ولكن في الواقع، ليس كل هذا سوى سراب، لأن كل شيء تم تحديده في صالح إسرائيل، في استمرار الحياة السائرة تحت الاحتلال: تمديد للتبعية الاقتصادية والعسكرية.

أعمال الإغاثة ما زالت تتواصل لضحايا الزلزال الذي ضرب تشيلي قبل أسبوعين

سانتياغو، تشيلي (CNN)-- ضربت سلسلة هزات إرتدادية عنيفة، تراوحت قوتها بين 7.2 درجة وست درجات على مقياس ريختر، تشيلي مجدداً صباح الخميس، بالتوقيت المحلي، وفقاً لما أكد المركز الأمريكي للرصد الجيولوجي.

وفيما تتواصل أعمال الإغاثة لمساعدة ضحايا الزلزال المدمر الذي ضرب الساحل الغربي للدولة الواقعة في غرب أمريكا الجنوبية، وتمتد كشريط على الساحل الشرقي للمحيط الهادئ، أواخر فبراير/ شباط الماضي، فقد ضربت الهزات الإرتدادية بينما كان الرئيس "المنتخب"، سيباستيان بينيرا، يستعد لأداء اليمين القانونية.

وقال المركز الأمريكي إن هزة بقوة 7.2 درجة ضربت تشيلي في حوالي الساعة 11:39 من صباح الخميس، وبعدها بـ16 دقيقة وقعت هزة أخرى بقوة 6.9 درجة، ثم ضربت هزة ثالثة بعد 27 دقيقة، بقوة ست درجات.

وقع مركز الهزة الإرتداية الأولى، والتي تُعد الأقوى منذ الزلزال المدمر الذي ضرب البلاد في 27 فبراير/ شباط الماضي، قرب منطقة "ليبرتادور جنرال برناردو أو هايغينز"، على بعد حوالي 95 ميلاً، أي حوالي 152 كيلومتراً من جنوب غربي العاصمة سانتياغو، ونحو 90 ميلاً (145 كيلومتراً) من مدينة "فالباراسيو"، غربي العاصمة، حيث كانت تُقام مراسم تنصيب الرئيس بينيرا.

ووقع مركز الهزة الثانية على بعد حوالي 89 ميلاً (143 كيلومتراً) من جنوب غربي سانتياغو، بينما كان مركز الهزة الثالثة على بعد 86 ميلاً (138 كيلومتراً) من العاصمة، وفقاً لمركز الرصد الأمريكي.

وأصدر مركز المحيط الهادئ للتحذير من موجات المد العاتية "تسونامي"، بياناً قلل فيه من احتمال حدوث موجات تسونامي بالمحيط الهادئ، كما لم يصدر تحذير من موجات تسونامي في هاواي.

ورغم أن الزلزال الذي ضرب تشيلي في 27 من الشهر الماضي، فاقت قوته بما بين 700 إلى 800 مرة الهزة التي ضربت هايتي في يناير/ كانون الثاني السابق، وخلفت أكثر من 200 ألف قتيل، إلا أن وقوعه على عمق 21.7 ميلاً تحت باطن الأرض، ساهم في التخفيف من حجم الدمار، على عكس ما تسبب به زلزال هايتي، لوقوعه قرب سطح الأرض على عمق 8.1 ميلاً.

وجاء مركز الهزة التي ضربت تشيلي قبل أسبوعين، على بعد عدة أميال فقط شمال المنطقة التي شهدت أعنف هزة أرضية في التاريخ، وبلغت 9.5 درجة في مايو/ أيار عام 1960، وأسفرت عن مقتل 1655 شخصاً، وأطلق موجات تسونامي عاتية.

وقال باحثون إن قوة الزلزال حركت مدينة "كونسبسيون" المجاورة لمركز الهزة، نحو 10 أقدام نحو الغرب، والعاصمة سانتياغو، بحوالي 11 بوصة نحو جهة الغرب-شمال غرب، كما حركت أنحاء من أمريكا الجنوبية بعيداً عن بعضها، مثل جزر فوكلاند، وفورتليزا بالبرازيل.

وتم التوصل إلى هذه النتائج عبر قياسات مأخوذة عبر الأقمار الصناعية الدولية لتحديد المواقع، وقبيل وبعيد الزلزال الهائل، من قبل فرق باحثين من جامعة ولاية أوهايو، وجامعة هاواي، وجامعة ممفيس، ومعهد كاليفورنيا للتقنية، إلى جانب وكالات أخرى بأمريكا اللاتينية.

وقبل أسبوع، رجّح علماء في وكالة الفضاء الأمريكية "ناسا"، أن يكون زلزال تشيلي المدمّر، قد أثّر على دوران كوكب الأرض، بشكل قلص معه الأيام التي يتم احتسابها من خلال دورة الأرض حول محورها.

وقال العلماء إن هذا التأثير لا يمكن الشعور به، ولكنه قابل للقياس عبر الأجهزة المتطورة، التي تشير إلى أن أيام الأرض باتت أقصر بما يعادل 1.26 ميكروثانية، وفقاً لآخر الحسابات، علماً أن كل ميكروثانية تعادل جزء من مليون جزء من الثانية.

I want to listen to your nice voice that predicates the coming of the morning. He adds, " I dislike the darkness. Please, come and let us get rid of it. I promise for the thousand time that my new promise is not a device, but it is a testament. Come and look at my tail I had cleaned by it the Alleys." The hen, chicks and the rooster were amazed. They came out from the stables happy. Then the fox started dancing, which made the chicks scatter around.

The fox said to the rooster " You have nice voice and beautiful features, but your voice calls for waking up and the fox attack him and swallow his head with the neck and escaped promising the chicks a new dance for the new foxy morning." My grand mother came and asked for help from the commandos (the dog), he came bearingly and suddenly dyad from the hunger and thirst. Then my grand mother became sad and cried on her rooster and the dog until she lost her eyesight. Then the fox came again.

The third lover of the rooster is the Rat: the rat entered the storage and came out from it. He entered the big storage and penetrated the first sake. He ate a little from it and came out from it. The hole became bigger and bigger and the seeds and grain came pouring out. The rat penetrated sakes after sakes and another until he became as grain of the storage, eating, reproducing and calling empire of rodent to come and to participate in this work before the cats coming. The days have passed: The rat became huge and his teeth fell down, and he could not continue his great march. The rat died. The cats come. The rest of the rats ran away and they did not find any thing except the rat catcher of my grandmother that she forgot to put on it a piece of food to catch the rat. The rats reproduced again and again as well as the cats. The grain and the seeds were gone, and the only thing that was left is the rotten smell.

حرية الصمت تمنع حرية الإختلاف

العاشق الأول: الذئب صار خليفة ويرعى الغنم. يمد يده مصافحا غنمه. انتُزعت يد الماعز الأول، وهدر دمه، وتقلب في الرمل. فيا ويل البقية الباقيةهربت بقية الأغنام، ووقف الذئب يأكل بقايا الجثة حتى طحن بأضراسه العظم ومضغ الجلد مع الشعر.
عادت الأغنام في الظلام مفزعة، منها من جُرح ومنها من فُقد ومنها من تاه أو عاش من غير أي حاسة من الحواس.
اعتلى الذئب تلاً وراح ينادي هل من مزيد! ولا صوت يعلو على صوت الذئب، وحيّ على العمل.

أُعجبت الدجاجة وديكها الجميل وأفراخها بكلامه, فخرجت الدجاجة من الحظيرة مهللة ومزغردة، وصار الثعلب يتراقص حتي تفرقت الدجاجة وأفراخها. قال الثعلب للديك: صوتك جميل وريشك فاتن، ولكن صوتك ينادي على الصباح، والتهم رأس الديك مع الرقبة، وفر واعدا أفراخه برقصة جديدة من أجل الفجر الجديد.
أتت جدتي الى "الكوماندوز" كلبها، لتجده وقد مات من الجوع والعطش. حزنت جدتي على ديكها وكلبها وبكت حتى فقدت بصرها, وحضر الثعلب من جديد.

العاشق الثالث: دخل الفأر إلى المخزن, خرج الفأر من المخزن. دخل المخزن الكبير, إخترق الكيس الأول, أكل منه قليلا، خرج منه, إزدادت الفتحة, تدفقت الحبوب في المخزن, وثَقَبَ الكيس الآخر والآخر حتى صار كحبة من حبوب القمح في المخزن يأكل ويخرج ويتوالد وينادي على أبناء جلده من ذكور وإناث: تعالوا تعالوا قبل أن تأتي القطط. مرت الأيام, كبر حجم الفأر وسقطت أسنانه ولم يعد قادرا على مواصلة مسيرته الظافرة. مات الفأر. أتت القطط. هربت البقية الباقية ولم تحصل إلا على الميت ومصيدة جدتي الحديدية التي نسيت أن تضع فيها لقمة عيش كي تصطاد الفأر. تكاثرت الفئران, ازدادت القطط, وانعدمت الحبوب في المخزن, ولم تبق إلا رائحة عطنة.

Prime Minister Stephen Harper downplayed revelations of a "contingency plan" to deal with accusations that prisoners handed over to Afghan authorities were tortured.

As first reported by CBC News on Monday, Canadian officials started drafting a plan on how to deal with accusations that prisoners in Afghan custody were being tortured as early as March 2007 — months before allegations of prisoner abuse at the hands of Afghan authorities first appeared in the media.

During Tuesday's question period, Harper said details about contingency plans had been "thoroughly aired" months ago, and said the plan ultimately led to a "new and enhanced" transfer agreement with Afghanistan in 2007.

NDP Leader Jack Layton asked the prime minister to provide details about when Ottawa learned about the torture allegations, and blasted the government for preparing what he called a "spin document" instead of stopping the transfer of prisoners.

Harper defended the government's actions, saying allegations from the opposition were baseless.

"Truth of the matter is, of course, that Canadian diplomats, Canadian military personnel have at all times respected Canada's international obligations," Harper said.

Liberal Leader Michael Ignatieff renewed his call for a full public inquiry into the treatment of Afghan detainees, saying the government no longer has any credibility on the issue.

“They’re caught in a scandal of their own making because they won’t tell Canadians the truth,” Ignatieff said.

Harper dismissed calls for a public inquiry and defended the government’s decision to appoint retired Supreme Court justice Frank Iacobucci to review Afghan detainee documents, saying Iacobucci will have access to “all relevant documents” relating to the treatment of Afghan detainees.

Ignatieff argued that the former judge doesn't have a strong enough mandate, and he pushed the government to give Iacobucci the power to preside over a full public inquiry.

The "In Memoriam" section has become an awards show staple: tasteful music played under images of the past year's notable dearly departed in that particular industry.

There will always be disagreements over the length of the piece, who rated highest on the "death-meter" with the most applause, the music (I'm a huge James Taylor fan, but I heard from people who thought his rendition of "In My Life" was inappropriate or otherwise off) ... and most of all, who is included and who is left out.

This year, the last strains of James' guitar were still lingering and the Oscar telecast had barely gone to commercial when I started hearing from friends: "Where was Farrah Fawcett?"

I replayed mental tape, and sure enough, while many of the other major celebs who passed away last year - many during the "Summer of Death" – made the Oscar show's cut, Fawcett was nowhere to be seen. Natasha Richardson, Dom DeLuise, David Carradine, Karl Malden, Patrick Swayze (yes, he was there right at the beginning of the montage), and Brittany Murphy, but no sign of Farrah's signature blonde mane and dazzling smile.

The Academy's reaction to the avalanche of criticism that followed was predictable, and reasonable: they can't include everybody.

That said, presumably there are standards to determine who makes the cut and who doesn't. Obviously, fame is one of those criteria. On the other hand, the Oscar death roll always includes executives, writers, directors, and other less-famous folk who had significant film industry roles, so obviously there's a balance to be struck. For instance, Bea Arthur did almost exclusively television, with just a few movie credits in her six-decade career, so it made sense that the Emmys saluted her last fall, but the Oscars did not.

That brings us to (deep breath ... bracing for hate mail from his fans ...) Michael Jackson. His death last June, just a few hours after Fawcett's, overshadowed hers in the news, and now it seems it's happened again. Yes, Farrah was known largely for "Charlie's Angels" and such TV movies as "The Burning Bed," but she was in plenty of movies, including "Dr. T. and the Women," "The Apostle," "Man of the House," "See You In The Morning," "Extremities," "The Cannonball Run," "Saturn 3" and "Logan's Run." Okay, maybe some of those films were better candidates for the Razzies than the Oscars, but let's consider Jackson's big-screen credits: "The Wiz," "This Is It," and... um... that "Men in Black II" cameo. Suddenly, Farrah's list looks a lot better.

Film critic Roger Ebert tweeted that he felt the snub was “a major fail” by the Academy and that they have “a whole lot of splaining to do.”

There's an old Latin phrase (I know, I know: there aren't many new Latin phrases): de mortuis nil nisi bonum - speak no ill of the dead. However, they didn't say anything about arguing over the dead. Have at it: what did you think of Michael's inclusion, Farrah's exclusion, and the entire concept?

FAMILY TREE GENEALOGY OF AL-MANSOURI AND AL-SOURORRI GROUPS ASPECTS: FACTS, INFLUENCES AND IMAGINATION

INTRODUCTION AND BACKGROUND HISTORY

Canada and the United States of America are the promised lands for many immigrants due to the acceptance of innovations, ideas and missions, the specific dynamics of the lands and the tolerance of inhabitants and their ability to accept others to live with them equally, and the system, which gives many facilities.

I am SIR Al-Mansouri Mohamed Tawfik Abdulhamid Salam Saeed Salih Abdula Shalab, the son of Abdulhamid and the martyr Nooria Al-Mansouri Al-Sourorri Owai’s Saeed Ahmed; an immigrant, who came to Canada a few months before September 11, 2001, carrying lots of surprising things, among them the renovation mission, which I had since I was child, and which makes me aware and remained detached from the devils. On the other hand, Canada and America are full of obstacles, even though they are the lands of adventure.

I worked as a consultant for the Canadian Federal Government in the National and International Strategic Affairs for Her Majesty; Queen Elizabeth II, having recognized my valuable work whereby I gained many skills and much knowledge. Therefore, the government of Canada decided to establish the family tree of the Al-Mansouri and Al-Sourorri with cooperation of the following governments: United States of America, United Kingdom, State of Kuwait and the World. At the beginning they asked for a genealogy study for both the families.

The origin of both the families is the Arabian Desert, which is located among the Saudi Arabia Kingdom, Sultanate of Oman and the Arabia Flex. After that they wandered to mountainous and coastal areas, and the main groups of the family have been living in two different small villages close to each other called Al-Kadara and Al-Ashab, district of Qadas, province of Al-Mawasit, region of Al-Hojaria, and are located one hundred and one hundred and fifty kilometres from the city of Aden and Taiz, respectively.

Both the rural areas are in the Arabian Peninsula, the Former Federation of Southern Arabia. Recently, Republic of Yemen, the predicted imaginary supported name is The Great United Kingdom of Rooster and Hoopoe.

The family of the Al-Mansouri and Al-Sourorri are famous due to their charity, which they offered to others in the form of lands, dams, etc. and also for their activities in agriculture, business, sport, culture and politics. Documents 1-4 show the locations of the mansions. The family background history and heritage is both Arabian and British. Additionally, document 1, which is a certificate, shows the elementary school completed by SIR Al-Mansouri Mohamed Tawfik Ph.D. Moreover, the document shows the date that determined the time of the revolution against the corruption, which resulted in terrorism, and to return to the aims of the correction’s revolution of the Assassinated Former President of Yemen, General Abrahim Al-Hamdi.

PURPOSE OF STUDIES

The genealogy of the Al-Mansouri and Al-Sourorri family tree groups is designed to study, analyze and control the: (a) National and International Integrated Security System, their impact and interactions after September 11, 2001,
(b) Genealogy of the Al-Mansouri and Al-Sourorri family tree groups economically, politically and socially,
(c) Improving methods of social and psychological sciences,
(d) Case of assassination of the martyr Nooria Al-Mansouri Al-Sourorri and the several attempted assassinations of her son SIR Al-Mansouri Mohamed Tawfik Ph. D,
(e) Case of nationalizing the houses and wealth and damaging their business, (f) Multicultural, social power, their impacts and interactions. Figure 1 illustrates the factors of the studies and their interactions,
(g) Recognizing of a new trend of arts founded by SIR Al-Mansouri Mohamed Tawfik Ph.D entitled “ Canadian Art School of Rooster and Hoopoe”. Figure 2 shows the imaginary form of the Devil and Cloning Spirit and the Rooster.

METHODS AND CONDITIONS OF STUDIES

The genealogy study of the Al-Mansouri and Al-Sourorri family tree groups is based upon the interviews, investigations of the family members, relatives, neighbours friends, antagonists, residents of the area where they have been living, their widely ties, relationships in the country and abroad and wealth related to them.

The local and international social powers and specialist collected the resources of the study. Social, psychological and psychiatric, and genetic engineering were analyzed and investigated too.

The study were also under the variety of conventional and unconventional events and circumstances, among them are the a. Traditional: characterized by using the negative power and authority directed by spirits of the devils and other unknown creators,
b. Visual and audiovisual: delineated by using the images of criminals, leaders and criminal leaders and dead people,
c. Artificial: chronicled by cloning the spirit of known and unknown people with different characters, beliefs and attitudes, d. Psychological: Methods and styles of terror rooted to the human being heritages, e. Multiresurrectional: designated by all religious establishments and institutions and schools of sciences and philosophies,
f. Hypothetical: based on the prejudgments and confrontations legends such as Hitler and the son of the God. On the other hand, the dreams of the Christ and other greatest of the World.

FACTS OF STUDIES

SIR Al-Mansouri Mohamed Tawfik Ph.D is the consultant for the Federal Canadian Government in Her Majesty; Queen Elizabeth II, in the National and International Strategic Affairs. His activities and ideas were directed to the:
(A) Department of Foreign Affairs and International Business Trade:
1. Consultant for the Gulf and Middle East after September 11, 2001,
2. Creator of the Complete Programme to develop the economic, political and security system of the Republic of Yemen and the Yemeni refugees abroad,
3. Consultant for export, import and investment companies for marketing promotions,
4. Prevent loopholes in the immigration law.
(B) Interior Affairs: Consultant for terrorism, homeless, alcoholic, discrimination, illegal drugs, environment, and beautification, image of Canada, press and bilingualism.
(C) Other bodies of government and non-government:
1. Owner of scientific idea in the NORTEL COMPANY,
2. Founder of new trend of Canadian Arts entitled “ The Rooster and the Hoopoe”, and the creator of the new image of the devil and Cloning Spirit and the Rooster,
3. The owner of stolen copyrights of the two science fiction stories of the two American films entitled The RAT, and The Devil,
4. Advocate for human and animal rights, Green Peace and Amnesty International for children’s rights, equality of feminism and masculine, minorities and their influences on the human being relationships.

INFLUENCES

During the genealogy study of the Al-Mansouri and Al-Sourorri family tree groups, and working for the Canadian Federal Government, there were many hindrances and influences among them are the:
a) Financial bribe by the official representatives of their regime to cheer them their corruption, hypocrisy, inhumane crimes,
b) Bargain of His Honourable SIR Al-Mansouri Mohamed Tawfik to be the head of the State.

He objected to their plans due to their distrust for the country and the mankind relationships. Hence, the shot-gun and deaths-beds, magical and other political turbulence were intensively offered. Figure 3 illustrates the new aspects of the marriages and families as one of their styles to achieve their purposes.

RESULTS

Conventional and unconventional conditions and variety of this study were unique and complicated owing to the security channels, shadows and resources of directed and undirected information. Moreover, the unknown purpose of the workers, their paradoxes and confrontations are among them.

The study shows that the environments of religious establishments and some organs of the governments can be easily involved to the trials, incidents and working individually irrespective to the constitution and the international laws. Additionally, they can cover or engage in terrorism.

Multiresurrections become a subject of competition among the religious establishments, workers and supervisors due to their corrupted and hypocritical environments, and methods used such as gestures, psychological influences, vulgarism and illusions.

The links of the integrated security systems have ability to cheer the crimes or to cover them because of the lack of understanding and analyzing the information. Moreover, they have tendency to build mechanisms for their minorities or majorities far away from the constitution.

The study of the Al-Mansouri and Al-Sourorri family tree genealogy groups is not indubitable for the Canadian and international integrated security systems, and any tiny trust could be a trap for new catastrophes.

CONCLUSIONS

After the great efforts and contemplations on the genealogy studies of families, the rebirth of SIR Al-Mansouri Mohamed Tawfik, and the multireserrections and incarnations of both the families, he renounces his former citizenship and prefers to be a monocitizenship in order to serve Canada loyally and without the influences of the dual citizenship.

In conclusions, the families of the Al-Mansouri and Al-Sourorri are taken by the Canadian and international organizations as the symbol of tolerance and selected to be the model of the family that have been integrated peacefully with the world heritages and cultures.

Finally, the genealogy study of the families found that the regime of their country governs and manages the country with randomness, gesture, magic, cozenage, delusion, depredation, hoodlum, trial, murder, retaliation, mendacity, humbug, hoodoo, filibuster and demonology. Moreover, they corrupt people by jumping the market by illegal drugs and alcohols, encourage them to distribute those illegal drugs to other countries and also psych them up by involving them with illegal political, social and business activities. Those dangerous phenomenons become the camouflage of the regime for asking international supports, and to escape from the true reorganization the country.

The family genealogy study of both the families is terminated generally by promising them by the governments of the World and by the family supporters particularly to:
a. Govern the country, reorganize the village where the martyr Nooria was killed and build mosque and stadium in the name of the martyr Nooria and her husband Abdulhamid,
b. Keep the heritage of the family and collect it from all over the World,
c. Reorganize the country, write the life story of SIR Al-Mansouri Mohamed Tawfik and his family and produce it into a film and a television serial,
d. Take the picture of the martyr Nooria, her husband Abdulhamid and son SIR Al-Mansouri Mohamed Tawfik as a symbol for some of the religious establishments.

SUMMARY AND RECOMMENDATIONS

Replacement of family relatives and friends, or playing their role and authority by the social power and integrated security systems is impossible. It should be banned due to the age of the person. It explains their disability to create methods of wisdom, lack of understanding the law of rights and responsibilities, and also their use for the gaps in the law, and the negative use for the tools, equipment of the security police and the authorities of God for their goals.

It is necessary to ban the cloning spirits of the devils and other unknown creatures to direct people or to select for them wives or friends to narrow their environments of activities.

It is essential to return to the old forms of love and the true romance.

It is important to cancel laws that are not humane such as the banning the marriage of religious staff in some of the religious establishments, nationalizations the civil rights and the houses and wealth.

The study shows also that many of the worker groups are working against the families and their prospectives by providing them to the illusions and inhumane styles and behaviours of life.

It should be banned by law the use of the images, or mimicking the behaviors and styles of relatives, friends and others to spy, or to organize the person under their shadows or categories that they prefer, even though it is difficult to prove their secret activities for the government bodies, and it explain their jealousness and awareness from the wide ties of the person.

Some of the groups have to enhance their understanding for the occupations of the others and their role in life.

It is recommended to take other random family trees genealogy groups from recent, previous and future immigrants to investigate and study the channels of the integrated security systems and their interactions.
